David Peattie

Director & Chairman

David Peattie is Chief Executive Officer of the UK Nuclear Decommissioning Authority (NDA). Before joining NDA he was Chief Executive Officer at Fairfield Energy and prior to that he held a number of technical, commercial and senior management positions during 33 years at BP.

David is a Chartered Engineer and Member of The Institute of Materials, Minerals and Mining (IOM3).


Frédéric De Agostini


Frédéric De Agostini is Senior Executive Vice President Nuclear Logistic at Orano.  He was previously Vice President Operations Conversion and Enrichment after joining Orano (previously known as AREVA) in 2009 as the Tricastin Site Director.

Frédéric will now join the teams of the Nuclear Logistic Business Unit for a new challenge as CEO of TN International, and is willing to develop this business for the benefit of the Orano Group.

His main areas of expertise are operations and change management, leading teams in order to implement changes and improve results, reengineering of plants, reorganisations and negotiations.


Seth Kybird


In October 2017, Seth Kybird was appointed Managing Director of INS on an acting basis. This was after four years as the Commercial Director.

Seth began his career with Deloitte, qualifying as an Accountant in the London practice, before joining KPMG’s Transaction Services team, focusing on M&A. He then spent a number of years as a strategy consultant, working for a number of commercial and government clients, across a range of sectors, with a particular focus on the nuclear industry. Clients included UK Atomic Energy Authority, Sellafield Ltd, Horizon and INS. Seth also spent time working for the UK Government’s Shareholder Executive team, focusing on the management of nuclear legacies through the Nuclear Decommissioning Authority(NDA) as well as the development of the UK new build programme. He joined the NDA in 2012, focusing on government relations before his move to INS.

Alaine Greaves


Alaine Greaves is Finance Director of International Nuclear Services Ltd, having previously headed up the BNFL Group’s Financial Accounts and Treasury Back Office functions at its Corporate Centre in Daresbury.

Prior to joining BNFL in 2001, Ms Greaves trained as a Chartered Accountant with Deloitte and Touche, with whom she qualified in 1998.

Alaine is a graduate of Bristol University and holds a first class honours degree in Computer Science and Mathematics.

Hiroaki Takiue


Mr. Hiroaki Takiue became a director of PNTL on 1st October 2018.  He is currently Acting General Manager of the Accounting and Contract Department, in The Japan Atomic Power Company (JAPC) .

Mr. Takiue joined JAPC in 1987, starting in the Financial and Accounts Department.  He has more than 30 years of experience in the nuclear industry, mainly engaged in finance, nuclear fuel and machinery contracts, as well as nuclear fuel transport business.

Mr. Takiue is a graduate of the Law Department in Chuo University in Japan.


Atsushi Fujioka


Mr. Atsushi Fujioka became a director of PNTL on the 1st October 2017. He is the General Manager of Nuclear Fuel Department – I, Marubeni Corporation.

Mr. Fujioka joined Marubeni in 1990 and has been long engaged in the area of nuclear power plant equipment and related services. He was also involved in the nuclear fuel transport business for the first four years. In addition, he spent four years in Germany from 2003 to 2007, as the head of Marubeni’s Erlangen office.

Mr. Fujioka graduated with a Master’s degree in Nuclear Engineering from the University of Tokyo.

Peter Buchan


Peter has a BSc (Hons) in Chemistry and has vast experience working with European and Japanese Customers. Peter joined the nuclear industry with BNFL in 1991 and in the early part of his career he worked in the reprocessing and MOX commercial area, following which he served as Special Assistant to a BNFL Board director and spent just under four years as a General Manager in the BNFL Tokyo Office.

Peter became Commercial Director for INS in 2010 before moving to the role of Business Development and Corporate Responsibility Director for two years and was appointed to the role of Director of Shipping in March 2015.

Elizabeth Hodgson

Company Secretary

Elizabeth Hodgson became Company Secretary of PNTL on 1 April 2008. She is Legal Adviser for the Nuclear Decommissioning Authority (NDA) and is Company Secretary to a number of NDA subsidiary companies. Prior to joining the NDA in 2005, Elizabeth trained as a Chartered Secretary whilst working at Comet Group Plc.

Elizabeth is a graduate of Keele University and the College of Law at Chester and holds a first class honours degree in Law and Criminology.
