David Peattie

Director and Chairman

David Peattie is Chief Executive Officer of the UK Nuclear Decommissioning Authority (NDA). Before joining NDA, he was Chief Executive Officer at Fairfield Energy, and prior to that, held a number of technical, commercial and senior management positions during 33 years at BP.

Mr Peattie is a Chartered Engineer and Member of The Institute of Materials, Minerals and Mining (IOM3).

Peter Buchan

Director and General Manager

Peter Buchan has a BSc (Hons) in Chemistry and has vast experience working with European and Japanese customers. Peter joined the nuclear industry with BNFL in 1991, and in the early part of his career, worked in the reprocessing and MOX commercial area, following which he served as Special Assistant to a BNFL Board director and spent just under four years as a General Manager in the BNFL Tokyo Office.

Mr Buchan became Commercial Director for INS in 2010 before moving to the role of Business Development and Corporate Responsibility Director for two years and was appointed to the role of Director of Shipping in March 2015.

Seth Kybird


In October 2017, Seth Kybird was appointed Managing Director of International Nuclear Services (INS) on an acting basis. This was after four years as the Commercial Director.

Mr Kybird began his career with Deloitte, qualifying as an Accountant in the London practice, before joining KPMG’s Transaction Services team, focusing on M&A. He then spent a number of years as a strategy consultant, working for a number of commercial and government clients, across a range of sectors, with a particular focus on the nuclear industry.

Clients included UK Atomic Energy Authority, Sellafield Ltd, Horizon and INS.

Mr Kybird also spent time working for the UK Government’s Shareholder Executive team, focusing on the management of nuclear legacies through the NDA as well as the development of the UK new build programme.

He joined the NDA in 2012, focusing on government relations before his move to INS.

Eric Delaunay


Eric Delaunay is Vice President of the Nuclear Logistics Business Unit and Director of the Operations & Transport Business Line at Orano. He was previously the COMURHEX conversion plant director at the Tricastin and Malvési sites and led the successful improvement of the strategic plan for the Conversion facility.

Prior to joining Orano, Mr Delaunay worked in the petrochemical industry for over 20 years.

Mr Delaunay graduated in chemical engineering from the ESCOM school in Paris and from the University of Technology in Compiegne (UTC).  He also graduated from IFG in Paris with an MBA in Corporate Strategic management.

His main areas of expertise are operations and strategy to implement changes and improve efficiency.

Alaine Greaves


Alaine Greaves is Finance Director of INS, having previously headed up the BNFL Group’s Financial Accounts and Treasury Back Office functions at its Corporate Centre in Daresbury.

Prior to joining BNFL in 2001, Ms Greaves trained as a Chartered Accountant with Deloitte and Touche, with whom she qualified in 1998.

Ms Greaves is a graduate of Bristol University and holds a first-class honours degree in Computer Science and Mathematics.

Hiroaki Takiue


Hiroaki Takiue became a director of PNTL in October 2018.  He is currently Executive Officer, General Manager of the Accounting and Contract Department, in The Japan Atomic Power Company (JAPC).

Mr Takiue joined JAPC in 1987, starting in the Financial and Accounts Department. He has more than 30 years of experience in the nuclear industry, mainly engaged in finance, nuclear fuel and machinery contracts, as well as nuclear fuel transport business.

Mr Takiue is a graduate of the Law Department in Chuo University in Japan.

Masayoshi Hirose


Masayoshi Hirose became a director of PNTL in September 2020. He is the General Manager of Social Infrastructure Development Office, Energy & Social Infrastructure Division, Sojitz Corporation.

Mr Hirose joined Nissho Iwai Corporation (the predecessor of Sojitz) in 1992. Through over 25 years of his career, he obtained a wide range of experience, working in fields of Infrastructure, Power, Machinery and Transportation businesses, including Trade, EPC-Project, Investment, Finance and M&A. Now taking charge of managing several sections including nuclear business and telecommunications infrastructure business.

Mr Hirose graduated from Doshisha University with a bachelor degree in Commerce.

Khalil Bukhari

Company Secretary

Khalil Bukhari became the Company Secretary of PNTL in January 2020. Khalil is also the General Counsel & Company Secretary of INS.

Mr Bukhari is a UK-qualified lawyer experienced in managing legal and compliance risk at a national and international level with a recognised expertise in nuclear transport law. Prior to INS, Mr Bukhari worked for General Electric advising its global leasing business on a diverse range of legal and compliance issues in a multi-jurisdictional environment.

Mr Bukhari is a regular conference speaker and holds a range of leadership positions within the nuclear industry, including an appointment as a Judge of the European Nuclear Energy Tribunal, Paris.
