David Peattie
Director and Chairman
David Peattie is CEO of the UK’s Nuclear Decommissioning Authority (NDA). Before joining the NDA, he was CEO at Fairfield Energy, and prior to that, held a number of technical, commercial and senior management positions during 33 years at BP.
Mr Peattie is a Chartered Engineer and Member of The Institute of Materials, Minerals and Mining. |

Peter Buchan
Director and General Manager
Peter Buchan has a BSc (Hons) in chemistry and vast experience working with European and Japanese customers. Mr Buchan joined the nuclear industry with BNFL in 1991, working in the reprocessing and MOX commercial area, and spent four years as a General Manager in BNFL’s Tokyo office.
Mr Buchan became INS’s Commercial Director in 2010 before being Business Development and Corporate Responsibility Director and latter Director of Shipping.
During the formation of Nuclear Transport Solutions, Mr Buchan was appointed Shipping Director. |

Seth Kybird
Director
Seth Kybird is the CEO of Nuclear Transport Solutions.
Mr Kybird was previously the CEO is International Nuclear Services, before it teamed with Direct Rail Services to create the UK’s nuclear transport division.
Mr Kybird began his career with Deloitte, qualifying as an Accountant in the London practice, before joining KPMG’s Transaction Services team, focusing on M&A. He then spent a number of years as a strategy consultant, working across a range of sectors, with a particular focus on the nuclear industry.
Mr Kybird also spent time working for the UK Government’s Shareholder Executive team, focusing on the management of nuclear legacies through the NDA as well as the development of the UK new build programme.
He joined the NDA in 2012, focusing on government relations, before his move to INS. |

Thibault Louvet
Director
Thibault Louvet holds a Master’s degree in Energy, Environment, Science and Technology and an Executive MBA.
He has a very complementary profile with 20 years of expertise in nuclear activities in Europe, the United States and Asia, including an expatriation of seven years in Japan.
Today, he is heading the Strategy, Sales and Operations department of Orano Nuclear Packages and Services. |

Toru Matsuda
Director
Toru Matsuda became a PNTL Director in July 2023.
Mr Matsuda joined Kansai in 1994 and has more than 25 years of experience in the Nuclear Industry. Today, he is General Manager of Nuclear Fuel Contracts at The Kansai Electric Power Company Incorporated (Kansai).
Mr Matsuda completed his education at the Faculty of Economics at Shiga University. |

Takuma Nagase
Director
Takuma Nagase became a Director of PNTL on 1 October 2023. He is General Manager of Nuclear Fuel Department, Marubeni Corporation.
Mr Nagase graduated from the School of Law at Meiji University in March 1992 and joined Marubeni Corporation in April of the same year. He has a wide range of experiences in the nuclear industry (nuclear fuel cycle and machinery) in Japan and Germany.
He has also been serving a Board member of World Nuclear Association since May 2020. |

Khalil Bukhari
Company Secretary
Khalil Bukhari became the Company Secretary of PNTL in January 2020. Khalil is also the General Counsel & Company Secretary of Nuclear Transport Solutions.
Mr Bukhari is a UK-qualified lawyer experienced in managing legal and compliance risk at a national and international level with a recognised expertise in nuclear transport law.
Prior to NTS, Mr Bukhari was with International Nuclear Services and also worked for General Electric, advising its global leasing business on a diverse range of legal and compliance issues in a multi-jurisdictional environment.
Mr Bukhari is a regular conference speaker and holds a range of leadership positions within the nuclear industry, including Judge of the European Nuclear Energy Tribunal, based in Paris.

Linda Aylmore
Director
Linda CFO of NTS and is an experienced finance professional. Linda has a fellowship status with the Chartered Institute of Management Accountants (CIMA) and more than 25 years’ experience at senior board and executive roles within the Nuclear, Defence and Transport sectors.
She began her early career working in various finance roles for commercial transport companies, including Volvo GB and Leyland DAF before joining the corporate finance team at British Nuclear Fuels Ltd (BNFL) HQ, in 1999. Linda led many projects through BNFL’s privatisation and following its liquidation remained in the nuclear sector, taking on a number of senior finance board appointments in multi-national organisations including Westinghouse, Toshiba, and Amentum. |
